[#7511] - When looking at resource permissions, the ability to filter on the permission level

When reviewing and amending resource permissions in jasperserver, you can filter the list based on the Role or User name. It would also be useful to be able to filter on the permission level. For example if you want to list only those roles that have some access to the resource then you could exclude 'No Access'.
