[#5831] - 4.7 Rest Webservices behaving differently than 4.5

When using Jasper Server 4.5 I could use this

/rest/resources/?type=dashboard&recursive=1 to get all dashboards on the server.

The same URL returns nothing in 4.7. I have to specify a folder to get a list.

/rest/resources/public/?type=dashboard&recursive=1
