[#5751] - Date parameter description not working

The description for date parameters isn't working. Regardless of what you put as the description for the input control it will always display "If your parameter supports relative date expressions, you can enter expressions like 'WEEK + 1' in this input control"

Obviously we'd rather have clients look at a custom description.
