[#5610] - After upgrade to 4.5.0 empty scheduled reports are sent by email

I schedule some reports. For many of them I have a schedule which mails the reports at a specific time. For those I set the option to skip empty reports. Now after the upgrade to 4.5.0 I get also get all empty reports via email. Before, 4.0.0 skipped those.

This is a very serious bug in 4.5. I have verified that the DB column JIReportJobMail.skip_empty is being updated correctly from 0 to 1 when checking this column, so apparently it is being ignored when the job executes.

I also agree that this is a very serious bug. It seems that there is no update on this big bug after close to 4 months? Hope it can be resolved soon...

This seems to be fixed in 4.7.
