[#5471] - Manage Users - > Search box doesn't work

Steps:
- Log In as an Administrator
- Go to -> Manage -> Users
- Type a name and press enter / or click on the search button

Observed Result: the users are not filtered

Expected Result: the users are filtered with the username ilike '%${typedValue}%'

Additional Note: this bug is very frustrating when the organization has lot of users, as you cannot search it to add permissions or just view which permission it already has.
