If you wish to override the DefaultJasperViewer, server (& ireport) checks the file is in WEB-INF/jsp where it is now actually in WEBINF/jsp/viewReport

Getting the same issue, tried copying the file into WEB-INF/jsp, the system does not see it when I submit the <edit report>-customization screen.
<edit> Scratch that, restarting the Tomcat service allowed the WEB-INF/jsp file
