Doesnt display the right Localization for it-Italy, ro-Romanian, zh_TW(Chinese Taiwan)

Version: JasperServer 3.7.1
By default, the login page take the default locale of the machine. which is english. this is feature. The user can see the correct locale setting ..after login/logout
