The parameter IS_IGNORE_PAGINATION (means: do not create pagebreaks within the report) is always off (not ticked) regardless of the setting of the attribute "isIgnorePagination" of jasperReport element in the JRXML file.
IS_IGNORE_PAGINATION should always be set according to the isIgnorePagination setting if not overridden within Jasperserver
