[#4392] - Default values for input controls should work the same as through the browser

When a report is run through the browser, the default values displayed for an input control can come from the underlying default expression defined in the JRXML, as well as from the JS input control definition.

In the web services API, only the default value from the JS input control definition can be retrieved before running the report. It should work the same way between the browser and web services.
