It would appear that this is a Jaspersoft Charting bug as it occurs for several of the charts that have Data Level properties.
The issue can be reproduced on other reports where there is a chart with or without filters. In the design mode, the [Data Level] options are visible from within the filters section, however in display mode, they do not appear but are still prompted through a modal dialog. The modal dialog is empty.
