[#3530] - Ability to disable certain parameters from becoming input control

This has been brought up before but since I haven't seen any activity on it, I'm recreating a request.

I would like to disable certain parameters in a report from becoming a input control. The current solution seems create the Input Control when uploading to the server, but this requires at least one input control to be displayed. It would also be better to check be able to check "hide" attribute rather than to delete Input Control files because I want to use it during debug while hide it during normal production.
