Allow administrators to be able to create and manage scheduled reports on a server wide basis.

Also, to have a single page to display all scheduled report
New search capabilities in the repository browser allow you to search for reports by:
- scheduled reports
- scheduled by me
- not scheduled
You can do this search across the repository, or within a folder tree, and add additional search terms.
This does not show the scheduling status of the reports. You still need to go to each report in the list to see what schedules there are and their statuses.
