[#2639] - Date/Time input control with wrong format

If open a report with a Date/Time input control, the default value is displayed without the time. After click the apply button without enter the time, a validation error appears (Specify a valid value for type Timestamp.). As soon as I enter the time manually or select in calendar, it works fine.
