[#1410] - Date and DateTime InputControl off by timezone

The Timestamp I am getting and using for my queries is off by my time-zone (-6 hours). This is after converting either a Date, or a Date/Time DataType InputControl.

(New info since my above post) I found that after changing one report to use Date InputControls that the problem occurs and is very repeatable. The scenerio, stop tomcat, start tomcat, my Date/Time report inputs work as expected (time of 00:00:00). Once I use my report which I changed to accept Date parameters, and corresponding Date InputControls, the time is one 18:00:00 of the day before.
