JasperReports Server Administrator Guide (both community and commercial edditions) contains an error in repository permissions description (see https://community.jaspersoft.com/documentation/tibco-jasperreports-serve...). All the actions specified as granted for Read + Write + Delete are granted for Read + Write too.
