we are doing an upgrade from 6.4.3 to 7.5. as described in TIB_js-jrs-ce_7.5_Upgrade-Guide.pdf (comming from 6.3.0)
the js-upgrade-samedb-ce script is only using/installing the DB-change-scripts from 7.1 to 7.5, hence ignoring/missing out the changes from 6.4 to 7.1

this is also relevant for upgrades from 6.3.0 to 7.2:
the following changes were not applied: upgrade-postgresql-6.3.0-6.4.0-ce.sql , upgrade-postgresql-6.4.0-7.1.0-ce.sql
