[#5849] - Local Anchor Hyperlinks Navigate to the wrong page

Using JasperReports Server 4.5.0 CE (html view), a report that contains a hyperlink to a local anchor generates a URL that always navigates to the previous page than intended. pageIndex in the URL appears to be zero-based, while the server expects it to be one-based.
