[#11956] - Pagination problem

We have a problem with the pagination. I have made a screenshot from the designer and two pdfs to show the problem.

The last elements from the page are errorously on the next page. If i disabled "Stretch With Overflow" of the field "$P{Inhalte}", you can see how it should be. Even if "Stretch With Overflow" is on, there is enough room signature fields. I have tested Version 6.4.1 and 6.9, both show this beaviour

Tall bands with removable (isRemoveLineWhenBlank=true) and stretching elements are problematic due to the way the element positioning algorithm works. We'll investigate whether there's a way to have the expected result in this case.

The recommended approach in dealing with such designs is to isolate vertical groups of elements into separate (detail) bands. For instance, moving the bottom frame into its own detail band results in the frame not being moved to a new page. Attaching a modifier JRXML for reference.
