[#966] - Report Query missing sliding bar

The query area of the Report Query window is missing the sliding bars. I opened a report made with iReport (Stand alone) which is bigger than the provided window but there are no sliding bars to move around. Even scrolling down with the arrow keys doesn't move the window. The cursor does move but not the viewing area.

Attached the mentioned report for reproducibility purposes.

Set as high priority due to the fact that this prevent working on complicated query reports.
