Summary:
Add move up and down buttons to the report variable window
In some complex reports the order of the declared variables is important. Please, add a "move up" and a "move down" button in the report variables window.

A simple situation would be variable X depending on the value of variable Y where this one is declared after X. X needs to be initialized with Y's value which wasn't initialized yet. So X's initialization will fail.
