I had iReport 4.5.0 installed and running on 10.7 (Lion) and all was well. I upgraded to 10.8 (Mountain Lion) and I know that several things changed -- possibly including previously-existing environment variables, etc.
When iReport 4.5.0 wouldn't launch, I downloaded 4.7.0. After convincing ML that it was okay to launch a potentially evil application, the iReport icon bounced for a second and then disappeared.

I had the same issue. I fixed it by reloading Java 1.6.0_33 for Mountain Lion. I downloaded from: http://support.apple.com/kb/DL1515. Jasper iReport now works for me.
