when open license manager and click install License, an Error occoured, no file selete windows opened.

This is a known problem. The issue is that it's a bug in the JVM. It doesn't seem possible for iReport to work around it. Update to JDK 1.7 and files can open well.
Note: this bug was entered for the category "Bugs iReport (up to 3.0.x)". That means it applies only to versions of iReport before 3.1. As the notes indicate, it actually applies iReport 3.7.1.1. Therefore it should have been entered in the category "Bugs iReport - NB".
