[#4802] - when all slices have the same match number,the max number slices option has no effect

When all or most slices have the same match number.The max number of slices option have no effects.
For example,I set the max slices to 5.And the data source has 15 different categorys which have same number.
Then the pie chart will show 15 slices.
It is really a disaster.

I am not an iReport developer. I don't know why I can even have issues assigned to me.
