To reproduce:
- Create new report, add single barcode element
- Open properties for barcode element, switch to Border tab and enter some non-0 values into Padding fields
- Preview report. Everything works fine.
- Save and close report.
- Check xml. Padding attributes are correct
- Load report file, open properties for barcode element, switch to Border tab. Padding values are reset to 0
