Six capitalization errors have been located in iReport v1.3.1 (English ver) that may span across v1.3.2. Please see screenshots attached in the comments area for reference.
It is generally accepted that items in a menu or list should use similar or identical capitalization and punctuation rules. This helps define the list or menu as a single group.

"page/column break" and "element" COULD be capitalized, but do not necessarily HAVE to be because these two items are the only action commands in this section of this menu. They can represent their own group without capitalization, or become part of the larger group by being capitalized.
"Set report time zone" should be "Report Time Zone"
"Ignore pagination" should be "Ignore Pagination"
These two items show a different set of capitalization rules than all other items on the menu.
"Massive compiler" should be "Massive Compiler"
"Oracle options" should be "Oracle Options".
As an alternative, the menu could read:
Check for iReport updates...

Where "Text Wizard" is the only item with this capitalization form because it is the proper name of a program component, whereas the other items are commands.
