I have a jrxml file with a couple text boxes in the page footer. When I saved the file the contents of the page footer were not save. I found the cause of the problem to be that I had created a group called 'page'. The band header and footer for this group were not visible (0 height). The band footer for my 'page' band overwrote the reports page footer. I had to rename my band to userPage.
