[#1020] - placement of items not correct

in i report 1.2.5 , when placing lines in a detail band

the placement seems to be incorrect, according to the element properties

a horizontal line can be placed at "top =1"
trying to move it higher , puts it in the band above and sets it to red

but a vertical line can be placed at top="0" ZERO!!

also lines of 1 pixel are counted as being ZERO wide

. really lines cannot have ZERO width, and i don't much care if you offset positions from 1 or 0, but it should be consistent.

it's high because, the sooner it is corrected, the less incorrect reports are going into in the field
