This looks like a JasperReports Server question.

I assume that you are talking about Java version updates, like an upgrade to Java 8_181.

I don't believe there is a way to update the JVM of a Java process without restarting.

There is a way to update some Java settings of a running JVM without restarting.

Seems like more of a Tomcat question rather than JasperReports Server question. May be the following thread may help you. In general, I prefer to just download and notify me after the upgrade so I'll be able to specify when I actually do an upgrade.
