My export file open different from chrome and microsoft edge

I have a pdf file was attached, the pdf file have 3 pages, but I open it on chrome it show 2 end page, but when open on ms edge it show first page. I don't know why.

I use java spring. In a HttpServletResponse, I call exporter.exportReport(); twice. So the exported file(pdf) have content was duplicated, but why "the pdf file have 3 pages, but I open it on chrome it show 2 end page, but when open on ms edge it show first page"
