Strectch problem

I have multi rows of TextField's in summary band,footer band in a group. When viewing the report result, Some rows of them is invisible. And I have make a very simple report just like my real report. When running this report with empty datasource you will found that the last row textField's data can not been seen. Please check my report xml:
