"Saved values" for Report should be per-user basis

Looks like the current functionality for save values is for a specific report thus all users having access to the report can see the parameters that other users have saved. Understanding JS is a Multi-tenancy environment and users share the same reports, is there a way change behavior through permissions or something else to save param values on per user basis?

I think you'll need to use User attributes to do that.
