Import a JRXML into JasperServer

Is there a way for a user to create a report in JasperServer with a JRXML without being an Admin user?  Trying to allow a user to create a report with their JRXML but limit the roles against the DB's.

Sorry, no. You can use external database to authenticate users but you'll need to use roles based on JasperReports Server's repository.
