How to reduce line height dynamically/ automatically?

I have a report in which, within detail band there are few textfields arranged one below other. And a vertilcal line to separate the whole band area into two. Textfields are placed one below other both in left & right sides. Textfield should be printed when there is data only. I used the Print when Expression & Remove Line when blank properties to shrink the band. But because of line in within detail band shrinking is not working, report comes with blank spaces when there is no data.

If I reomve the line shrinking the band is works as expected without any blank spaces.

Anyone know how can I print with line & without blank spaces?
