Access denied in jasper server 3.7.0 reports

Hi!
I've installed JasperServer 3.7.0 on a windows 2003 server (standard edition) machine.

We configure this server with reports, users and permissions.
All works fine until we restart the server.
When we restart the server, in fact, the reports are no longer accessible and when we try to open a report, the following message appears:

   Error Message:
   Access denied: You do not have permission to take the requested action.

In our server we have the user 'jasper' which has Admin permission.
And 'jasper' is the administrator user that starts the Jasper Server Tomcat.
We try to reinstall several times the jasper server but the behaviour is always the same.
Furthermore, the owner of each single file under jasper server folder is 'jasper' administrator user.

May anyone help us?
