Multiple columns and summary on new page

 Hi,

I have a report with 5 columns.  When my query returns 6 records, the summary prints right below the records as desired.  However, when the query returns 4 records, the summary prints on a new page with a vast wide open space at the bottom of the records.  The summary is very small and would only need to be on a new page if there were several hundred records returned as the records are very small as is the column header.  If I change the report to have 4 columns, both executions of the report with 6 return records and with 4 return records cause the summary to be on a new page (with the majority of the first page left blank).  I am not sure what the correlation is between the number of columns and the amount of return records.

Is this a known bug?  I am using version 3.6.2, but I have also tested on version 3.7.0.  I have attached the report file and examples of what I mentioned above.
