Copying reports from one server to another

We desire to copy all of our existing reports to a test server.  What's the most efficient way to do that.  When we try to Add an existing report to the new server location, it properly loads in the jrxml file but not the input controls or resources.

I think that one way to do that is to export then import on the other machine the metadatabase using the js-export(import) scripts. I don't exactly remember but I think you can choose what you want to export. So after the first time, you are not obliged to re export all things. All reports objects are not stored in the file system but in the database as blobs.
