Do not let Group Footer alone in new page

I've been doing a report for my job, and in this report, I have a troublesome case: the Group Footer(GF) is placed in a new page if it don't fits the current page. The problem is, in some cases, is only the GF that gets replaced. The details band fit the current page and kicks the GF to the other page.

But the bosses don't like this. Or the GF is placed with the details band in the current page (if it fits) or it is placed in the another page with some lines from the detail band. I've managed to nearly do this by setting a limit to rows per page. The problem yet persists, because when I force the Page Break (which ensures the limit per page), the last row gets stretched until the end of the page (total size of detail band...). And I need a resizable row because some fields can stretch. I've tried to put a dummy element there to be stretched but it didn't work. So I'm out of ideas of what to do now...

Someone has a hint of what could be done?
