Allow non-admin to import/export reports

I'm trying to create a role which is able to export single reports from environment A (into ZIP format), and then import the reports on enviornment B.   Is there some way to grant this ability to regular users?

I did see the guide on restricting menu item access by role - so my thought is to create a copy of the Admin role for this, and then restrict most of the other Admin menu items, such as User control and Server settings, in the fashion demonstrated here: http://community.jaspersoft.com/documentation/jasperreports-server-ultimate-guide/v55/restricting-access-role
