Having trouble with float with 2 sets of columns

I have this setup. I have a set of text boxes on the left of the screen and a set of text boxes on the right (see image). The first columns on the left and right (under the static box) are both fixed and the columns under them on the left and right are set to float. When I run my report both the texts on the left and right do not float up to the top, they take a middle ground if you like depending on what is poplutated for the left and right columns so I end up with white lines everywhere. However, if I remove either the left columns or the right columns then the boxes float up as they should. I have tried inserting a frame around the left and right columns but that did not work. Anyone have any suggestions please?
